needs for the site to be a locked compound with recorded video 24/7. Open sunrise to sunset on all days including public holidays.
Also it needs staff to advise folks what is acceptable and where to put items. Vehicles entering will be logged so that anyone dumping incorrect items can be notified and charged with a fine.
Yes it will need a change in byelaws and yes it will cost.
However, looking on the brighter side, this will mean extra employment for a few folks, this in turn leads to those wages being spent within the community. Workers must live within Brandon.
The cost of this would be born by the ratepayers of Brandon with each person paying a portion on their rates.
As the recyling site clean-up costs would reduce there would be a financial gain, together with less problems at the actual recycling centre.
On a somewhat cheeky note, surely yard waste is anything that comes out of your yard! But I do appreciate that it should be leaf litter, clippings, mowings and small twigs, rather than large items.
