The city use to have a compost pile there that was free. That was a few years ago. Wouldn’t hurt to call the city and ask if this program is still running.

The city was advertising a couple wks ago, all free mulch at Macgregor (Parks Dep). first come first serve, bag urself
Is mulch same as compost

You can get compost at the city landfill. They started charging by weight a few years ago, they may have stopped. Bring your own containers like 5 gallon pails, totes and a shovel. It was super cheap.
