I was just looking on the cities website at the tenders and according to there site, the city put out a tender in October 2014 with a closing date of October 31st, 2014 for the supply of 'blank general cheques forms 'and the contract was awarded at a cost of $48.56. So the tender was awarded after Rick Crest become mayor. There's even a sample cheque under the documents, which is completely blank other than the banks name and the lines where you`d fill in the info.
You can view the tender on the cities website under tenders, just look up file#151/14 at the top of the tender page where it say file #.
