I think its pretty low down just calling by-law on someone, without talking to the person themselves. If someone approaches me with a complaint than i am perfectly capable of reasoning with him and changing my behavior if I'm out of line.
However I have determined if it ever happens again that I should get such a ticket without someone approaching me first. I will take my vehicle around the block every 36 hrs and park it at the same spot, until such a time that I'm approached.
However at the present I only own 1 vehicle so it's not as likely to happen. " |

It is besides the point where people went to college.
The point is this is an example of people not minding their own business. If you were the neighbor that would be a different story, but even so one has to be very bad neighbor to cause your neighbor unnecessary cost or harm instead of sharing your concern with him first.
It is sad what this world is coming to, where every person is scared of his neighbor.
We ought to treat our neighbor as we would like to be treated. If we wouldn't want the cost of fines and recovering multiple vehicles from being towed, than we should be able to share our concerns with that said neighbor in case he will respond by heeding your concern.
As far as I'm concerned your only justified in complaining once you have talked to that person. Maybe drop a note in their mailbox, if you don't want your identity known.
If he takes no action than it would be OK to call by-law.
This is one of the things that deteriorate our trust in our fellow Man and makes us suspicious of every move someone makes.
