A great way for the City of Brandon to raise money for this.  
Is to enforce their bylaw of garbage collection carts left in back lanes and front curb sides past the 24 hours identified.  
A fine of $50.00 per residence of 500 residences will earn $25,000.00!!!  
Drive down any back lane pick up area and see how many are left in the lane and not back on the resident's property.  
Warning letters sent out years via Canada Post did nothing!  
 
I'll volunteer to submit addresses breaking the bylaw!  
Fine the resident''s as per bylaw and we will have $100.000,00 by the end of May!!

But I don't know how many times the city has been late , early evening sometimes before they get to all the bins especially now with green bin pick ups. Of course they don't always pick up the green bins. So should we charge the city for not picking up all the different bins ?

but I can't quite understand people getting so upset or annoyed about this. We don't remember having these big being double lid city bins in our lanes that would get dropped at all kinds of odd angles when they'd been emptied?! We had to maneuver our way around them but of course, the city couldn't fine itself so that's just how it was! I know that our bins now are seldom dropped back where we put them & most times the lids are open on them so the city system isn't so great on its end either. Just some things to consider I suggest.

I live on the east side of the street. But that makes me the west side of  
My back lane. In my back lane my fence is 3 feet back from the alley so that's my property and I leave my bins out there. But my neighbours across the back lane and my neighbours to the south think it's fine to leave theirs there as well cause ther fence lines go right to the alley and they have no room for storage of these bins. Unless in there yard. And that's my problem with it.

Enforced many of their bylaws they would have a ton of extra money! I personally think towns/cities should enforce their bylaws more strictly. Would keep a cleaner town and also generate more income from the rule breakers.

Maybe they should fine people who have nothing better to do, then to complain about stupid sh*t. You'd be broke op.

Why make bylaws if they're not going to enforce them?

Great idea however, the city would have to hire umpteen bylaw officers and a stack more administrators to run this with a cost to what end? Once a public service position is created, it is never dissolved because tax payers cover the salaries. If anything, a proven unwarranted position is then restructured with similar responsibilities, a fancy new job title and inflated salary. Many businesses run with a very lean staff. Public service needs to learn how to do this and be successful while being fiscally responsible.  
 
I understand the OP's frustration but as a first step, the current bylaws the city has in place need to be enforced or abolished. Many are a waste of the paper they are written on.  
 
If you have made formal complaints repeatedly (calls & emails) about this issue, I feel your frustration. Have been there. Start calling different people. Repeatedly. Good luck.

Easy solution hire a independent organization to enforce the bi laws of the city. A independent security company can write parking tickets on city streets near BU why not the rest of the city.  
 
The problem is that the most of the current system is complaint driven enforcement vs violation enforcement.  
 
Why have all the rules and signage if you are not going to enforce the rules? It could be done and cost the city nothing or even make money easily.

Thats a little bit of an over reaction...? People cant monitor their bins and take them in immediately. Also some property's have a space to put their bins from the previous big metal bins. You're the same type of person that would complain about tax hikes, but you'd rather see people fined for something stupid?

Would you want to live in a city that enforces every bylaw to the letter, and gives out $500 fines for any transgression? I wouldn't.

police and by-law cracks down on laws and by-laws, they are accused of filling their quota, wasting tax payers money, should be going after murderers, and so on!!  
 
When the city has cracked down on these bins, a thread usually shows up complaining about them doing it.

The city hired a sanitation bylaw officer to police this!

I agree that the city needs to be following up on bylaws. My neighbor leaves his bins out all the time. The problem is, garbage pick up is on opposite side of the lane, and he leaves them across the lane in that spot. So when the home owner has to maintain ( mow, trim weeds) in the back lane outside their fence (cause property owners are supposed to maintain that city property area outside their fence), they have to move his bins around and it's a pain in the butt. When they had the big bins you could just work around it, not the same as little bins. The home owner takes his in, but still has to move others around. Just very inconsiderate.  
I just found out there is by law for house numbers, you have to have house numbers on back of house too that are visible from back lane. I didn't know about that one. But police service posted about on fb a few weeks ago. So we quickly went and bought some.  
If they are going to have these bylaws,someone should be enforcing them. Just my opinion.

Many complain when the police and bylaw officers get a raise? Where does the money come from? Taxes! we are talking about bylaw enforcement which shouldn't involve a full duty police officer.  
 
If you don't like to obey bylaw , like ones that relate to garbage cans, then you run the risk of being fined.  
 
If people like to keep taxes low then the city has to look at options to fund the needs of the city. This is one example. Why have bylaws and no parking signs and meters if violators of these rules are not held accountable?

Don't Worry they have it under control. If they need money they just take mine and yours and your neighbours, and the dude that lives everywhere. Now that I think about it, this might be a great idea. I know the city trucks ,cars and crews that I see sitting at Tim hortons, or Mcdonalds for 45 mins 8 times a day would finally have something to do, Im sure they are dying to earn their pay cheque.

It it the same truck?same crew? 8 times a day or is it the same truck different crew? And if you are working why are you driving passed keeping an eye on them 8 times a day?

I get so tired of people like JustanotherNobody with their wild exaggerations of how city trucks, cars and crews are sitting around coffee areas. Maybe you should get a job so you don't have to look out your window at this mirage. Or if you do work, perhaps you should be working instead of looking out the window at such mentioned crews

This is changing the subject a little, but is it not illegal for people to go threw your garbage.  
Quite often I come out of my apartment building and there is a person digging around the garbage bin which is parked on apartment property.
