BTALK - Meter should not be turning, water is running somewhere.  
Strange as this may sound, I once had an issue with the water softener even though it was not in use. Taps were still turned on and according to the plumber they sometimes go haywire and run constantly. Just another of the mysteries of plumbing (especially in older houses).  
Also if you have any of the old copper pipes in your house, they will spring a pinhole leak which may go undetected depending where it is located.

Check your bills. Mine seemed real high as well,just noticed I was double charged on the consumption.

It must be a split as they have different rates.
