Should there be a 3 strike rule in Canada?

I know in some states they have the three strike rule when it comes to drug related offences where a third conviction results in a manditory 25 year sentence.
Upon reading the following article, i shook my head in disbelief at the slack sentencing for repeat criminals in this country. It's a joke IMO. Maybe if there were stiffer sentences things would change?
