kids babysitting kids

I know the legal age for babysitting is 12, but how many children can a 12-year-old LEGALLY babysit? Are there any policemen that may post here? The reason I'm asking is because my daughter's friend is 12 and just told me she babysits 6 children at once (most of them under the of 7). I think this is wrong. Daycare workers have different ratios when it comes to kids, but I know when it's toddlers it is 4-1, so how can it be legal for a 12-year-old to babysit 6! Furthermore, how does the parents justify this to themselves if something happens to the kids and the police end up at their door when they are out? I don't know how people put price tags on their kids lives. Please help me understand
