When putting in kitchen sink taps is the cold tap turn one way & the hot turn the other way? I was told it is a water saver is it ?

It might help to have more detail. Do you have a single handle faucet, or a faucet with separate controls for hot and cold? Are they levers, cross handles?  
 
I've had faucets where both handles turn clockwise, or where hot is counter-clockwise and cold is clockwise. I have no idea how either design could claim to save water purely from the perspective of turning in one direction or another. If anything, it was annoying to be used to a faucet where both turned clockwise and then encounter one where they didn't. All my faucets are single-handle now so it's no longer an issue.

no levers / no handles separate taps when they were replaced to me the hot water is the right way the cold is backwards I asked plumber he said that is how we do it now .

Nothing to do with water saving. Taps are taps, the plumber doesn’t decide which way they turn, the manufacturer did.

How that would be a cost saving as I find I use the hot water tap more often because it is handier (I usually have my toothbrush or glass in the right hand- so it is easier to reach for the hot tap)  
 
From what I understand it should be as easy as removing the handle and moving the diverter screw by 180degrees. Sorry I don't know the exact terminology. Sounds like the plumber was being lazy in not wanting to fix the issue - I thought all quality taps come with the option to change the direction now.

lazy plumber I thought the same thing . I rent so I had nothing to do with who got hired .
