I know of several police investigations where security cameras in and around apartment buildings have aided in identifying culprits and in more than one case, charges being laid. I also have first hand knowledge of tenants caught on camera causing damages and disturbances being evicted from their apartment building. In my opinion, these are good results.

I doubt the condo board has any say on whether or not a person is allowed to put a camera up as long as its on their building or balcony. Cameras are very beneficial in solving police investigations. With regards to privacy, unless its pointed directly into your neighbors bathroom window or bedroom I would say there is no privacy concern. Front yard, backyard, side yard, garage, shed etc... all fair game and perfectly legal to have a camera recording in those locations.

Before you take Dougy’s full advice, my thought is that the Condo Board’s issue would be directed at how/where you were going to install a camera. Bylaws likely state that an owner can’t drill holes, etc. into the exterior of a “common owned” wall (including an exterior wall that happens to be apart of a balcony). I don’t think they’d care about the cameras themselves if it’s not mentioned in the bylaws.  
I have no idea, but you may have to have a sign up to make your neighbors (ie. other owners) aware that they’re on camera or the Corp. may want to email all Owners to let them know that some cameras are being install by individual Owners.

The one thing to remember is in an urban area you can not have a camera that invades a neighbors privacy. you can't have a view of neighbors property or yard, only to be focused on your property. in a condo situation I am not sure how the rules would be set. It is always best to check with local bylaws and even the police, just to cover yourself from complaints of invasion of privacy.

Security cameras cover neighboring properties all the time, and its perfectly legal, If your property is clearly visible from public property (or common element) it is perfectly legal to have your camera cover it. That is no different then someone walking up to your front property line (part way up your driveway) or looking over your back fence and take photos of your house and yard, all of which is perfectly legal. Its super creepy and weird but its not illegal.

No one would notice a doorbell camera.

The subject in the post is dealing with security cameras, most condos and many other related homes cannot see the front drive and parking pads. It's a goldmine for perps to go from pad to pad in condo units. Many rear yards are open to the "common elements". Perhaps several signs in the community indicating cameras are installed would deter those perps that can read.
