How many people do you plan to attend? What kinda activities do you want. What time of year.
One year olds don’t need much so I wouldn’t suggest a fun and games or just for kids party.
Why not host one in your living room. Have cake. Snacks. Family and friends over. Sing happy birthday and open presents. Let them cake smash . 2 hours or so of fun. At a cheap price
