Looking for clarification.. Does one need to be fully vaccinated (vaccine + 2 weeks), to leave the province and return without isolation?  
 
Example..  
 
Vaccine #2 on August 1.  
Leave MB on August 12.  
Return to MB on August 17.  
 
Would that require isolation? As the two weeks have technically passed..

If anyone questions you, it's logged into a computer in MB and has the information. My opinion is: Don't wait for your "passport". After my second shot, I was travelling all over. Never isolated once knowing I was in 2nd shot mode! I have been in and out of MB many times even before my passport "hard copy" was sent. Restrictive measures are low now. It's rare any one will question you and if you ever go stopped and questioned, the facts are all online. I think it's safe, but that is just me.

You will be fine upon returning as your 2 weeks will be up. But make sure the provinces you are going to don’t require isolation .  
Also if you want to ,for you own peace of mind, you can register and login into shared health website and print out 8x10 paper copy that shows your vaccine and dates they were given .

Also is August 1 the first day you are eligible (28 days after 1rst) or is that the earliest appointment?  
The reason I ask is that next Wednesday all sites are doing a vaxathon Walk in no appointments needed at all sites in Manitoba including Brandon Supersite it was announced couple days ago.

Your good for your times. If you weren't and headed west you'd be fine anyways coming back. There has been zero enforcement at the provincial border since this pandemic began. At the beginning there was a conservation officer who would give you a pamphlet about covid. Now there is simply electronic signs saying you should isolate 14 days or face a 400 some dollar daily fine. Never been a sole to be seen monitoring anything.

I say go and have fun and be safe as well!  
 
I cant wait until US border is open! My kids havent seen their grandparents in 2 years! There sure will be lots of tears.

someone in the USA is a Canadian, they are able to come to Canada for what ever reason they desire. Their vaccination status/covid test results will determine their isolation requirements once they are in Canada

you can require testing and isolation for 14 days if you are not fully vaccinated with approved vaccination from Canada.  
 
You have to follow any provincial regulations that are in place in that province at the time so make sure you know them.  
 
it is not a free for all to come back in. Customs reported that on the weekend 50% of the people who wanted to come to Canada were turned down and had to return back where they came from.  
 
from your first posting it sounds like you are ready to go but I would still suggesting printing out the paper on the website to show you are fully vaccinated as there may be places you have show it.  
 
Manitoba at this point though may change tomorrow only allow fully vaccinated people to sit inside a restaurant or one household together. The restaurants takes that info at the door if one of you are not fully vaccinated then that person can't come in. You can still eat outside as those rules are different.
