That's correct, many jurisdictions have such a bylaw, and it's actually not that dumb. There are many places where the water from storm sewers is drained directly into rivers and lakes untreated. As a result, washing your car and having the soap/polish/etc. drain into the storm sewer can have adverse environmental effects.
If I recall correctly, Calgary is one of several jurisdictions that doesn't allow washing your car with anything other than water if the runoff will go into the storm sewer.
