How old is too old to drive?

So, I was out this afternoon for a little drive when we came across two potentially bad situations involving two VERY old drivers.
The first one involved a driver trying to make a left hand turn (not controlled by lights) but stopped in the middle of the intersection because there was a lot traffic going on around and for whatever reason this individual become obviously confused in all the commotion. This driver almost created an accident (we had to slam on the brakes).
The second was with a driver who stopped at an intersection when they had the right of way because in the other direction there was two vehicles (including us) stopped at the stop sign. I don't know if this individual thought they were at a 4 way? Anyways, we (and the other vehicle) had to sit there and wait for this driver to decide what they were doing! Again, because of confusion, this driver could have created another accident (with more vehicles coming from behind this driver). And all of this happened within 5 minutes of being on the road!
Should the elderly be tested every year regardless?
At what cost do we "allow" an elderly person to continue on with their independence?
What frights have you witness from elderly drivers?
