Question about Manitoba Hydo Load Limiter

So, for those of you that remember at Christmas time, the family that all of you helped so much. You changed her life, and brought a lot of happiness to a very sad life.. This is a question about her.
She is a mother with 3 young kids who lost her husband very unexpectedly. She had to move to a cheaper place, and is renting from a family member of mine. She has had a lot of trouble catching up from the stuff left over from her loss, plus daily life. She does work, and so does not qualify for much assistance, however her pay at the moment until she finds new work, is pretty small.. Ok thats the story, now the question..
Her old hydro account that was in her husbands name, was not paid, when she moved she got a new account in her name. Because she did live at the old place hydro says it is her responsibility, she cannot afford it, they have told her the minimum they will accept is $200 every 2 weeks.. She was warned if either those payments or her current account fell behind they would put a load limiter on her hydro. Well.. That was a wednesday, and by friday they came and put one on. She found out by popping it, no one came to the door, there was a paper left in the snow on the step explaining it. It gives her enough power to run her furnace and fridge and little things, but the stove and dryer do not work..
My question is.. Can they do that without notice? Do they not have to knock on the door and tell her it is there? Does anyone know anything about this, or what help is out there? She cannot pay the bill, so what to do? She called me in absolute tears, is there anyone that can give advice on where to go from here? Thank you!
