I am planning to visit family but I need to know rules or updates at to traveling between ontario and manitoba. Anyone know a website for ontario or a phone number.

Just been looking into this for my parents. As far as I understand it non-essential travel between provinces is not recommended so we cancelled their trip.

As of right now you need to self isoltae 14 days. I believe phase 3 for MB allows travel to western provinces and into northern ontario until possibly thunder bay without self isolating.  
Phase 3 they say is supppse to start June 21st for MB.  
 
I would wait until MB lifts the 14 days. Regardless if Ontario has 14 days of self isolating, when you come back into MB you will need to self isolate.

If you do have to self isolate for 14 days just go get tested when you come back. You’ll get your results back faster than isolating for 14 days and anybody can get tested now.

Viv, getting tested when you get back does NOT remove the need to quarantine for 14 days.

I am thinking you could still be a carrier of Covid BUT show no symptoms....

Also need to weigh up what potential risk you might pose to others by potentially spreading the virus and whether your trip is necessary. For us we decided that it isn’t worth the risk at this time especially as the risk of a second virus wave is very real.

We were on the #1 yesterday going toward Portage and it was surprising how many plates were from out of province heading east. By the time we came back, it was dark, so we weren't noticing the plates so much then. The out of province ones certainly rivalled MB plates by number. Most were AB, ON, BC & SK. About 5 weeks ago, we saw a Quebec plate on a van up by St. Lazare. I have always watched plates, so it's not out of character for me to notice this.  
 
Given the current situation, though, it does make a person wonder what is so urgent & why people are travelling such distances when they are highly recommended not to.

I know only a few provinces do the mandatory 14 day isolation. I was able to travel to BC and not isolate while I was there, although we technically didn’t leave the house at all I was just visiting my sick dad. Upon my return home to manitoba 14 day isolation was mandatory. I wasn’t able to stay at home as my husband could not go to work if he had been in contact with me. (With or without a test) So think about the effects of travel right now and if it’s reaaalllly worth it.  
I know phase 3 is coming up and going to remove this 14 day isolation for province to province travel, unsure of when that is happening though.

There could have been a ton of false negatives.. if people were in contact with infected people or possibly infected they were told to isolate and get tested. Once tested negative they were allowed to go about as normal.  
How is that any different than testing after travel?

People who have been in contact with someone with Covid are told to isolate for 14 days, and to get tested if they develop symptoms. Not 'everyone' can or should get tested - it is only people who have symptoms.  
The people who are being tested who are not symptomatic are people who are admitted to a facility (hospital or care home); people who present to Emerg for another health concern are also offered testing on a voluntary basis.

Anyone know any government agency numbers that someone could call to find out the status or new weekly rules?

On the provincial websites where you hope to travel but I find it hard to find the info on this sometimes. There may be contact details available on there if you can get through to anyone. A few weeks ago I was able to contact Manitoba health by email through the government site to clarify cross border rules for work and they replied to that quite quickly on a weekend . I think that is your best path.
