For the people who are not affected by this, they travel and pretty much do what they want. The people that had their vehicles shipped across the border can drive them back without quarantining when they get back. Not sure about a negative test to cross by land.

Like you said after this post, they need to produce a negative test before being allowed to re-entry.
They are still required to quarantine, but will be permitted to do it at home instead of the hotel. Enforcement/check-ins are going to be stepped up.
They have warned that these are the rules *right now* and that they may change with little to no warning. Unless things change substantively in the near future, I would expect more restrictions to be in place before the influx of people driving back in March (when they usually start flooding back).
