He served as Alderman for Brandon 3 yrs, and was the fourth Mayor of Brandon 1890-01.
He was born on July 10th 1852 in North Middlesex, Ontario. His father was John Kelly, a farmer. He was educated in public school in North Middlesex, and stayed on the family farm until he was 25 years old. For 2 years he was employed at G. Carter & Son millers and grain dealers of Ontario.
In 1881 he moved to Manitoba to start his own milling company, (A. Kelly Milling Company) but it traded under the name of Fisher and Company.
In 1882, Messer’s Alexander, Kelly, and Sutherland bought out the Fisher interests, and in 1884 the capacity of the mill was increased to 200 barrels per day, and they also erected an oatmeal mill.
This Company was known as Alexander, Kelly, and Sutherland until 1885 when it was re-named Alexander, Kelly and Company. Alas in 1884 the mill burned down, and was rebuilt with an increased capacity to 400 barrels per day of oatmeal.
In 1901 Mr. Alexander retired, and the mill became the A. Kelly Milling Company, which in turn amalgamated in July 1903 with Parrish and Lindsay.
On May 1st 1905 this company amalgamated with Huron & Manitoba, and this new enterprise was titled the Western Canada Flour Company with a 2,000 barrels per day flour mill, and a 200 barrels per day flour milling plant in Goderich Ontario.
At this time Brandon’s mill capacity was 400 barrels per day of flour, and 150 barrels per day of oatmeal. The company also operated 62 elevators in Manitoba, Saskatchewan, and Alberta with an average capacity of 32,000 bushels of grain in each.
In 1906 a mill was completed in St. Boniface with an estimated capacity of 4,000 barrels per day of flour, and an elevator with storage capacity of 500,000 bushels. Company Officers were Andrew Kelly (pres.): S.A. McGaw (vice-pres & mgr dir): E.J. Barclay (treas.): A.J. Mitchell (sect.). The Board of Directors included: Andrew Kelly, S.A. McGaw, A.J. Mitchell, W.J. Lindsay, Joseph J. Wright, Arthur Hills & Louis Lukes of Toronto.
Mr. Kelly was one of the first Directors of the Great West Life Assurance Company of Winnipeg, and was a member of the Conservative Party, and a member of the Presbyterian Church.
In 1882 he married Mary Louise Bremner of Waterdown, Ontario. They had three children, Evart C., an Accountant at the Bank of Hamilton, Alan B., Ledger keeper at the Dominion Bank, and Vieva May who attended School in 1906, and is reported to have been a keen baseball and lacrosse player.
Mr. Kelly died on 5 January 1930, in Winnipeg.
Kelly Place in Brandon commemorates him.
