Just Wondering about the "Winter Fair"

Yes I know it more than 6 months away, I was asked and I didn't know so I will ask here. Maybe through the history buffs they may have an answer. Why is the Winter fair held in early Spring? Is it for economics, after Christmas Bills? February doldrums? Thanks!
