Canada has an "almost inherent inferiority complex"

The first serious Canada-related cables have come out through Wikileaks as touched on at the links below. Among the discussion is that of an "almost inherent inferiority complex" in Canada as it comes to the USA.... which cables discuss as being fuelled by taxpayer-funded CBC and "insidious negative popular stereotyping" in some of its programming:

CBC in their article quotes their director of media relations as saying:
"While it's true that we have always taken 'great pains to highlight the distinction between Americans and Canadians in (our) programming,' this is not always at the expense of our closest neighbour," Keay said in a statement Tuesday.
"Plotlines from The Border were drawn from real life, but the U.S. was not singled out, as there were lots of villains to go around, including Canadian ones. There were also American 'good guys' represented."
Keay said Little Mosque "has always been a gentle comedy which specifically makes fun of all kinds of stereotypes. Americans are not singled out. I would add that both programs have experienced strong sales in the United States."

While like any of the other Wikileaks the comments were only intended to be between diplomats and don't necessarily reflect the views of the US government as a whole, are they the kind of comments that we (or even CBC) should be taking seriously? Do we in your opinion have an inferiority complex when it comes to the United States?
