If I remember correctly from my perennial book, they grow both from bulbs and seeds. But... it takes years to grow them from seed and reach a mature size. The better/easier choice is to dig up some of a mature plant, including bulbs, and transplant.
The best time of year to do it is in the spring when they're just emerging, but you could try doing it now. I've had some success transplanting in the fall too, just before the plants die off and the bulb is "full" (the bulb stores energy for spring growth).
