If you ordered via skip or something similar, I would hazard the bulk of the "delivery fee" is to the ordering company. Call it a processing fee. A portion is paid to the driver on a per-piece basis (usually a $ per delivery), and the rest is processing. The cost of the food and kitchen staff etc should have been built into the restaurant's price.
Tips should tell you who it's being paid to. Technically, your driver is your server, so I'd assume, in the absence of other info, it goes to them. For things like Instacart, it says 100% of the tip goes to the person doing the shopping/delivery (it's the same person).
