So I am confused on Food Delivery - Tips. I usually pick my orders up, but the other day I had it delivered. I was charged a delivery fee and then asked for a tip, which I left. (The site I ordered from said that they could not take Visa or Debit card for tips, so I assumed that Tip was for the delivery person).  
 
The question is - Who gets that Tip if left when you place the order? Should you have to Tip the delivery person if you are charged a delivery fee and left a Tip with the restaurant?  
 
Others experience would be appreciated, especially restaurant owners and delivery drivers that could explain who these extra fees and tips actually go to.

I often question when it comes to tips if there was nice increases in a living wage ,not to have to worry about tipping it would solve several issues in work places having to share tips I'm sure there are a lot of disagreeing , hurt feelings etc .Just my thoughts

These types of questions are exactly why tipping needs to stop. It's a bad practice for so many reasons, including the fact that it leaves it up to a customer to essentially determine an employee's compensation. And people are not unbiased - which has led to the concept of pooled tips...which just attempts to hide and smooth over the biases.  
 
It's not my job as a customer to determine what the employees of your business should earn. That's your job as an employer - and I do my very best to avoid all businesses that ask for tips - especially if it's a coffee shop and I want a $3 coffee. Charge me a fair price, and pay people a fair wage. Don't beg me to help you pay your employees properly.  
 
It's too bad employers see minimum wage as the baseline - but there's a role for government there. Paying a non-living wage means the employer is simply pushing all kinds of peripheral costs onto society and the government in the form of supports because people cannot survive on minimum wage. Government ought to raise the minimum wage to push that burden back onto employers. Minimum wage is appallingly low in Manitoba. Yeah, some small businesses barely scrape by. I get it. But for many small/medium businesses, and for all manner of huge companies, minimum wage is little more than corporate subsidy. Tipping is just a way to say - the pay sucks, so look your best, nod approvingly at everything, and hope the customer gives you a little something so you can afford rent/tuition/food/etc.  
 
Ridiculous.

I know co workers that are not honest about tips you do the same job as them but, they do not want to share they go ahead of you and take the tips .

Many years ago I was in an expensive restaurant with a group.  
 
When meal over and bill arrived. We handed a basket around and everyone threw money in.  
 
As one person paid the bill got up to front and a 20% tip was added on that had to be paid.  
 
Now I call that a mean trick. We had already given a fairly large tip as most will know when you had a few you are pretty generous when the basket goes around.  
 
One article I read about food servers in the states is they make a very low wage per hour than any other industry as the restaurant expects tips to make up difference. So the employees have to hope for a busy night.  
 
I don’t really understand the tip protocols. Personally when I see at the gas station with -52c wind chill filling my gas tank. That’s where a tip is needed.

I also have my groceries delivered. I asked the person taking my order about tipping and she said it would not make sense. She takes my order, another employee shops my order, a different employee puts my order through the till and another bags and prepares it for delivery, which is done by another employee. There is a fee paid for this service and a tip is not necessary as there are too many paid employees involved.  
 
That being said…my sister in law works for a company in Ontario where the client orders on line. The employee gets the order online, goes and shops the order and delivers it as well. In her own car. She makes good tips.  
 
I guess it depends on the store and or method of service.

Most places will automatically add gratuity to the bill of large groups to make sure the servers get a fair tip. Large groups are tons more work and often involve multiple servers. People often balk at adding a large tip to a large bill, so this ensures the staff are fairly tipped. Nothing is worse than having a $500 table and getting a $10 tip.  
 
That doesn't solve the problem of them being underpaid to begin with. Some places also require wait staff to "tip out", or pay a certain percentage to the kitchen staff, who are also usually underpaid and otherwise don't get the opportunity to receive tips.  
 
I worked as a short order cook for quite a few years in my early 20s.

If you ordered via skip or something similar, I would hazard the bulk of the "delivery fee" is to the ordering company. Call it a processing fee. A portion is paid to the driver on a per-piece basis (usually a $ per delivery), and the rest is processing. The cost of the food and kitchen staff etc should have been built into the restaurant's price.  
 
Tips should tell you who it's being paid to. Technically, your driver is your server, so I'd assume, in the absence of other info, it goes to them. For things like Instacart, it says 100% of the tip goes to the person doing the shopping/delivery (it's the same person).
