Financing tires are not a great idea. If you can''t afford them, maybe you can''t afford to run the car? I know that''s not a popular opinion, but at the end of the day you need tires to keep you safe and not necessarily high-end or expensive ones if cost is an issue. Clearly the tires you have on your car currently are unsafe, so maybe you need something temporary while you save up the money to get "premium" tires if that''s what you want?
We recently got a set a tires from the auto wreckers (we already had rims from the previous set) for $85 for all 4. They have about 75% of the tread left, so we should get a few years out of them (we have winter tires on that car too, that we bought used on ebrandon, so that extends the life... we bought them for $100 including rims!). We paid West End Service to mount and install them. In all, we invested about $150 for our tires, they are a decent brand and keep us and our car safe. We have a very common tire size.
Yes, some tires are better rated that others, but at the end of the day they''re all going to meet certain minimum standards for safety. How you drive is the largest influencer on how "safe" your vehicle and tires are overall, so unless you drive like an idiot the different in performance is relatively negligible most of the time (exception: all season vs. winter tires, they are worth the money). So if cost is an issue, I suggest you look at alternative routes like we did and save yourself coin.
edit: And don't be overwhelmed by the tire size/etc. It's actually very simple and there's good websites that explain it. The number/letters printed on your tire is the size, the numbers describe the various dimensions, etc. You just need to know the size. You're likely looking for an all-season radial. Most garages will mount your tires for you for a small fee (we usually avoid the tire places as we find they overcharge, West End Service is great for all round repairs and service and quite reasonable). Knowledge is power, and knowledge saves you money!
