I was about to place an order on Amazon for some Blu-rays. In the past, I designated the closest postal outlet as the default delivery destination because I'm not around through the day on weekdays. For whatever reason, I now get a system error message stating "This item requires special handling and cannot be shipped to your selected location." HOWEVER, if I change the address to my apartment block, everything is fine. Any explanation for the discrepancy? Is it possible to specify "do not deliver packages before 5:00 p.m./weekends only" as special shipping instructions?

I was using the Shoppers Drug on Victoria Avenue E as the address of the postal outlet, but was getting the error message described.

I would suggest you verify the postal code used.  
 
R7A 2X0 : is for the P.O. Boxes  
R7A 1Z1: is for the store itself / 139 Victoria Ave E  
 
Amazon uses postal code verification for addressing parcels. If you use the postal code for the P.O. Boxes and use the street address, it will likely give you the error message. The postal code has to match the address used.

I was looking at ordering a bigger item one time and they would not deliver it to my door. Choosing a different color (same model, still shipped from Amazon, same everything), and no issues. I ended up contacting them cause I really wanted the black vs the white, and the person said they have no idea why it was doing that, but I could place the order through them directly and get the color I wanted, delivered to my door.  
 
It's the opposite of your problem, but still possible I guess.

Yep, changed the postal code to the one for Shopper Drug Mart Victoria Ave E and everything is now good to go. The postal code verification must be a relatively new check, because I've ordered goods on Amazon before using just the code for a P.O. box and never encountered any issues.

some of the merch through different vendors or certain items (containing liquids or size etc) can't be shipped by Canada Post and is shipped FedEX UPS or is Flex Delivery to places such as your Shoppers Drug Marts for delivery..They won't usually accept apartments or box #s since most items won't fit in them and is a waste of time for carriers to haul it around. For me being Rural I have to use my Pharmacy address since they are a designated drop zone for FedEx. Shoppers Drug uses Flex Delivery since it is Canada Post but they don't store parcels shipped from FedEx or UPS so in the city you may have to have to find where those drop zones are.

You have to pay attention to the seller. Anything that is amazon prime will ship from Amazon warehouse to a Canada post drop site because all prime ships Canada post. Anything not prime may ship Purolator, Fed ex or UPS, because may come direct from seller via whatever shipping method they prefer. These couriers don't drop at Canada post.

When people drop off boxes they just ring the door bell and go. Weather your home or not they don't wait. Your package could be stolen. We had someone else's package delivered to us and it was filled with allot of merchandise (my mom didn't look at the name) and it was expensive stuff. But searched for her phone number and was able to get her stuff to her.
