what is "syncronizing folders"

my Microsoft Office Outlook icon at the bottom of my computer screen keep flashing to "syncronizing folders" and when it does it totally freezes up the computer, it does this at least 20 times a day. Grrrr. I am no computer expert so can anyone explain it to me,or how to stop this.
