Promotional Video help

Where would I find someone to do a short promotial video for an event? We are not looking for a multi million dollar production. Someone with interest and a little bit of editing software and equipment would be good. We are willing to make a donation but we don't have much funds. The event is a full afternoon outside. Just don't know where to look.
