MPI refuses to issue refunds

A glitch in MPI's system has been identified that's caused about 2000 drivers to overpay their premiums going back several years. The fellow they talk about in the article's vehicle had been improperly classed going back 14 years. On average they estimate the 2000 people are owed between $20 and $40 refunds.
MPI's official reason is that it should be up to drivers to note if their vehicle has been improperly classified. They also cite what they believe to be unfair overhead in man-hours calculating payments and issuing cheques. They estimate that it would cost more than the amount of each cheque to process.
Manitoba's ombudsman has said it's unfair to expect the consumer to identify a mistake like this in their vehicle insurance and has called for MPI to issue the refunds.
Is MPI being unreasonable or is it unfair to expect them to foot the bill for more than the cheques are worth to issue them?
