Ontario to introduce tougher young driver laws

It looks like Ontario will be following Manitoba's lead on a zero tollerance for blood alcohol level in young drivers:

In addition to that, they're expected to bring the following two into play:
- one speeding ticket and the license is revoke
- a ban on more than one teenage passenger
Going by the statistics and the fact that others are trying to emulate our laws, our program has been fairly successful.... but can anyone more familiar with our graduated licensing program share whether we have the speeding ticket restriction and what part of the program it applies to (learners/intermediate/full)?
Here's a description of the stages of our program from an MPI press release... but it makes no mention of speeding tickets :

Learner Stage – After successfully passing a written test, novice drivers must remain in this stage for at least nine months. When driving, they must have zero blood alcohol content, be accompanied by a supervising driver who has been licensed for at least three years and have no more passengers than there are seatbelts in the vehicle.

Intermediate Stage – Drivers must remain in this stage for at least 15 months. They must have zero blood alcohol content, either one passenger or a supervising driver in the front passenger seat and no more passengers than there are seatbelts.

Full Stage – Drivers must have zero blood alcohol content for first 36 months of this stage.
