Manitoba police watchdogs: How much "bark/bite"?

Rare situations/allegations of abuse of authority by law enforcement officers have come up in discussions on eBrandon several times in recent months.
I see that the Manitoba government is now at the point of getting public input on just how much power to give police watchdogs under new rule changes to Manitoba's Police Act.
The three types of watchdogs they are looking at are:
- an independent investigation unit headed by a civilian director
- a civilian police commission to oversee police rules and standards
- separate boards aimed at serving as watchdogs for local police forces
There will be a public meeting on Feb 24 in Brandon to more officially give your input, but what are peoples' thoughts on any or all of the above three? How much power in your opinion should each be given, bearing in mind that police still need a good amount of trust and authority to best do the jobs that we rely on them for. What would be an example of too much power given to any or all of the above?
