How a city puts hotel tax revenue to good use

Most following the news in Brandon over the past year know that the city was considering implimenting a hotel tax on overnight stays in Brandon hotels.
I came across this article from the Winnipeg Free Press earlier this week that talks about the first benefits to come from that city's new hotel tax..... a "$200,000 ad campaign aimed at rural Manitobans as well as Saskatchewan and northwestern Ontario residents"
The article mentions that the idea behind Winnipeg implimenting that tax was to gather money to expand the Convention Centre and in general attract more tourism to the city.
There were a lot of people against the idea in Brandon when it came up, calling it a tax grab. Would you see things differently if you knew the money were to be spent on items that are intended to draw people to our city? ie stuff like "Welcome to Brandon" signs that have been talked about on here in the past, covering some of the money that's gone into Keystone Centre expansion, etc etc?
