City police and the provincial Justice Department are warning Manitobans about a convicted sex offender who has been released from jail.
Police said Winston George Thomas, 33, who was released from Headingley Correctional Centre on Saturday, is considered a high risk to be involved in further sexual offences.
Thomas has previous convictions for sexual assault and many other criminal offences. The Manitoba Integrated High Risk Offender Unit (MIHROU) said he poses a risk of sexual violence to females of all ages.
In March 2007, Thomas and two other males met up with a 13-year-old girl at a Winnipeg shopping centre and took her to a home, where he sexually assaulted her. He was arrested a short time after the incident and subsequently convicted of sexual assault.
He was sentenced to two years less a day in jail, to be followed by three years of probation. Following his release for the crime, Thomas breached his probation and was sentenced to further jail time, which ended Saturday.
Thomas is currently under supervised probation. He is expected to be residing in Winnipeg.
Thomas is aboriginal, 5-foot-9, 240 pounds with brown eyes and black hair.
Police said that while he participated in some sex offender treatment programs in prison, he is still considered a high risk to re-offend.
The MIHROU says the public warning has been issued to allow members of the public to take suitable measures to protect themselves, and warns that any form of vigilante activity or other unreasonable conduct directed at Thomas will not be tolerated.
