MB Government to prevent "partisan" statements?

I was surprised I hadn't heard about this until today...
Our Provincial government is making National headlines in considering a unique law that would prevent legislature members from making "partisan" statements in brochures, mailings and e-mailings to constituents.
Anyone with a mailbox probably knows the types of statements we're talking about. An MLA sends out a government-funded newsletter which comes off as half-updating constituents on what they've been up to and half saying the types of things that will benefit theirs or their party's vote in the next election.
You could certainly make a case that the thought behind the bill is very well intentioned. A major source for criticisms and frustrations people have with government is that too much time is spent on partisan bickering.
The question is, how do you define a partisan statement? And even if you were to do so, does not allowing it constitude censorship?
