My small dog is afraid of thunder and lightning

my 5 year old dog is terrified when it storms. He pants constantly and vibrates.I have tried calmly telling him to stop..thats enough..re-assruing him that its nothing, What else can i do ,it is driving me crazy i feel bad for the dog but he is a dog i am told and does not have human feelings.Please help
