Animals on roads

Soul I'm terribly sorry for your family's loss.
Please everyone, don't get me wrong I'm not trying to take away from what happened to Soul's BIL's puppy. I understand that it ran out after him, and thats when the accident happened. It truly is a terrible tragedy.
Here's my opinion on things...
As Orxy stated, it is against the law to not report the incident to the owner or to an officer. But, I heard an MPI commercial on the radio stating that if you hit wildlife on the road that you're not supposed to get out and check on the animal, because wild animals can be very unpredictable and dangerous. You are, however, still supposed to report it to the police.
And like Opinionated also said, if it was 7:20 am, it's not full light out yet, and the driver may have thought it was a small animal like a fox, badger, etc. Still this is no excuse for NOT reporting it to the police.
I have lived in the country for the vast majority of my life and still think that even though it is great to be able to have dogs that roam free as they please is great, precautions should be taken to keep them off of the roads. Invest in one of those wireless fences that make noise when the pet gets close to the fence and a small shock if they cross the "fence" line. I know the topic of that being cruel to animals has come up in the past, but if you want to have a farm dog, keep them off the d#mn roads.
On several occasions have almost taken out my neighbors pets because they don't have boundaries for them. I think its MORE cruel not to use a wireless fence than it is to let your dog run free and cause near miss accidents. Gravel road speed where i lived in the country is 60km/hr and on loose gravel even going 40 and having to slam on the breaks because the animal ran out in the road can make you fishtail and hit the ditch EASILY, worse in the winter when its a snow-packed road. It's happend to me and my family with foxes, skunks, deer, coyotes, rabbits, pheasants etc because we're afraid that we're going to take out the dog from next door. The other neighbor across the road from us has a wireless fence and those dogs are great, they never run out on the road, they stop as soon as they get close to the ditch and go no further. I never worry about those ones.
