how to start a petowners petition?

hey i have been seeing more and more of the unfortunate adds of ppl saying they cant keep their pets because of landlords, i had to give my kitty hiro to a new home.. wich in my opinion is a very good home, because of the same thing.. LANDLORDS! after seeing the brandon sun ad about the 12 poor cats that were put down i was very sad.
Now iv had enough, im going to start a petition to help petowners and lovers KEEP their pets with them, the way things should be.. now im going to need alot of signatures.. who will help?
