West Nile in horses reportable?

I'm trying to understand the symptoms of West Nile in horses and why, even if they've had the vaccinations, they still get WN & eventually have to be euthanized. This just happened to me. The horse had 90% of the WN symptoms and yet the vet didn't take a blood sample to confirm or report, just euthanized him. I mean, he was listless, unsteady on his feet, partially paralyzed on the hind end and face, unable to get on his feet, couldn't eat because is throat/lips seemed to be paralyzed etc. etc. The only things he didn't show were convulsions & seizures. Anyone have experience with a horse with West Nile? Thanks
