How to get my dog to stop licking his wound....

I have a 9 month old chocolate lab and he got hurt while playing catch. We rushed him to the vet and they stitched his leg up. We got a cone and everything but then he started licking his paw (which I am assuming because he couldn't lick the wound). Well 2 days later we rushed him back to the vet because he ripped open his stitches again from licking (and yes he had the cone on and bandages). 12 days later, the stitches are out and he is still trying to lick his paw. The vet gave us the largest cone they had and guess what......he is still ripping the bandages off and licking his paw. His paw has no hair on it now and its red and irritated. Does anyone know how I can get him to stop licking his paw and ripping the bandages off? We keep a few close eye on him and we have even tried using a muzzle on him but even with the muzzle he can still get that cone bent over and lick his paw. Some people suggested using duct tape over the bandages but he is so persistant and rips everything off. I love my puppy to death and I just want him back to normal but his persistance with ripping the bandages off is driving me crazy and prolonging his full recovery!
