What is the going rate for bookkeeping in Manitoba

Opening up a business, will have a couple of employees, needing some bookkeeping, possibly payroll assistance. Can anyone tell me what the going rates are? Isn't the hour, or by the transactions you do, or? Last time I needed something like that was years ago and I have no clue. I just want to put together a realistic budget. Thanks in advance!
