Cynthia said "The national Do Not Call list protects landline and wireless phone numbers. You can register your numbers on the national Do Not Call list at no cost by calling 1-888-382-1222 (voice) or 1-866-290-4236 (TTY). You must call from the phone number you wish to register.
I used this to block numbers on my landline and wireless and it worked. It does take a while to take effect.
This site is quite helpful.

One thing to remember about the do-not-call list is that it covers unsolicited commercial calls only. For example, company A calling and trying to sell you a subcription of whatever.
However, companies that you do business with (cell carriers, cable and telecom companies) have a relationship with you and have to be individually contacted in terms of your no marketing preferences. Generally you can simply tell the person you are speaking with that you want to be added to the do not call list, and that's that. It's a finable offence to ignore such a request, so you shouldn't be bothered again/
And, I believe that charities are also be exempt from the do not call list. Though this may be wrong.
