Winter vacation suggestions?

My sister, who lives in Alberta, and I are wanting to take a winter vacation for a week in February. She does not want to go to Mexico or Cuba. Any suggestions of a good all inclusive resort that is not too expensive? What is the best online travel site that gets you the best deals? Thanks for any and all suggestions.
